Baggage Collection for Transfer Passengers

There are currently no International Flights into LaGuardia (LGA) with the exception of Air Canada flights from Toronto and Montreal. Custom clearance for those flights is done before departing Canada. For international travelers arriving at JFK or EWR who then have connecting flights at LGA, they are required to collect baggage after immigration, clear customs and exit security. Upon reaching LGA they will then re-clear security. When booking connecting flights at different airports, international passengers should have a minimum of 3-5 hours to avoid missing connections.

In 2019, Port Authority of NY and NJ approved the implementation of “airport access fee” surcharges on FHV and taxi trips, with the revenue earmarked to support the agency’s capital programs. Currently, this surcharge of $2.50 applies to all pickups and drops by Taxis or private hires.

LGA - Laguardia Airport - General Information

The total $8 billion transformation of LaGuardia Airport makes it is the first new major airport built in the United States in the last 25 years. LaGuardia Airport (IATA LGA), named after former NYC mayor Fiorello LaGuardia, primarily accommodates airline service to domestic (and limited international) destinations. As of 2019, it was the third-busiest airport in the New York metropolitan area, behind Kennedy (JFK) and Newark (EWR) airports, and the twenty-first busiest in the United States by passenger volume. The airport is located directly to the north of the Grand Central Parkway, the airport’s primary access highway. While the airport is a hub for both American Airlines and Delta Air Lines, commercial service is strictly governed by unique regulations including a curfew, a slot system, and a “perimeter rule” prohibiting most non-stop flights to or from destinations greater than 1,500 miles.

Long Before it was LaGuardia:

It was the Bowery Bay Beach Club. Located on the north shore of Long Island where the Easy River connects with the Long Island Sound, Bowery Bay was opened in 1886 by Willaim Steinway, founder of the world-renowned Steinway & Sons Piano. By 1900 Bowery Bay, by then offering a bathing pavilion, beach, boathouse and “Gala Amusement Park”, was renamed North Beach and was compared to Coney Island. But the club’s popularity was fleeting. Prohibition, post-WW1 anti-German sentiment and the industrialization of the surrounding areas and pollution of the Queens waterfront quickly led to its demise in the mid 1920’s.

Then in 1929 the area was resurrected as a private seaplane base, New York Air Terminals which offered service to Albany, Atlantic City and Boston by Coastal Airway and Curtiss Flying Service. At a renaming ceremony a year later to Glenn H. Curtiss Airport honoring the recent passing of the aviation pioneer, a bid was tended by the forerunner of Trans World Airlines to establish the nation’s first transcontinental airmail route.

As Curtiss Field, again renamed North Beach, quietly gained attention of the aviation industry, Newark Airport remained the primary terminal for New York City-bound passengers and mail. As the 1930’s wore on, the argument continued that development of North Beach would provide quick access from Queens into Manhattan especially in view of the fact that New York City lacked its own central commercial airport.

The strongest support to develop the airport for commercial flights began with an outburst by New York mayor Fiorello La Guardia (in office from 1934 to 1945, a long-time aviation advocate who criticized both the federal and state governments’ slow progress in establishing municipal airports in the city. Returning on a TWA flight one day in 1934 from Chicago into Newark (the only commercial airport serving the New York City region at the time) he saw his ticket read destination, “New York”. He demanded to be taken to New York, had his plane turned around, where upon arrival he arranged a news conference and urged New Yorkers to support a new airport within their city.

Mayor LaGuardia continued his push for development in Curtiss Airport and the City soon leased the field for $1 per year, with an option to purchase the property. When the airport was officially dedicated New York Municipal Airport – LaGuardia Field on January 5, 1935 LaGuardia received a lease the same day from TWA making it the first major US airline to serve New York City directly. While it would still be years before TWA arrived at LaGuardia Field, Mayor LaGuardia had begun fulfilling one of his ultimate goals: extracting New York City from “the humiliating position of seeing all its passengers and mail traffic go to a nearby state.”

The airport opened for business on December 2 of that year. It wasn’t until June 1947, 3 months before the Mayor’s passing, that the modern name of LaGuardia Airport was adopted. The change followed an agreement to switch control of the airfield to the Port of New York Authority.

How NOT to get conned

Beware of hustlers at the LGA Laguardia airport. It is an age-old curse by “Criminals taking advantage of just arriving passengers at LGA or other similar ports of disembarkation”. Despite regular loudspeaker announcements broadcasted by the Port Authority and signage in all terminals warning travelers, people still fall victim to these expert fraudsters. Criminals posing as legitimate taxi or limo drivers solicit arriving tourists or visitors and take them for a ride (literally). Once in their vehicle you may be overcharged, threatened or dumped at some random location. These Hustlers are waiting

outside the customs gates or the baggage claim area. Never speak to solicitors offering you a taxi or limo. It is best to just ignore them or tell them you have a ride. As they sometimes organize into teams, beware of “fakes” with phone in hand pretending to be a busy dispatcher. Police have, in addition to dealing with constant traffic and safety issues, not been very effective in dealing with this issue. You need to watch out for yourself. Be a well-informed traveler.

At LGA Laguardia airport, the best way of getting airport transfer or transportation is to pre-book your ride with a legitimate Private Hire, limo or Black Car service. The other good options are to get a taxi at the airport-controlled taxi line or get an Uber or Lyft. The Information Counter just outside the Customs Hall can guide you to the Taxi Line or your Private Hire, Black Car or Uber-Lyft pick up area. Know your fare in advance. At LGA, Taxi Fare for Manhattan is fixed. If you are going someplace other than Manhattan, ask the Taxi Dispatcher for an estimated fare to your destination. Cost of your pre-arrange Private Hire, Black Car or limo ride should also be fixed and include all charges including tolls, taxes and credit card fees, etc. Only pay by credit card, even in a taxi. Before entering into a taxi, make certain that the driver will accept a credit card. Get a receipt. Please note down the Taxi License Number in case you forget something in the taxi. To avoid “Lost & Found” problems, using a legitimate Private Hire or Black Car Company that tracks your ride history and offers the surest way to get your property returned.

Currently LGA has 3 active terminals (A, B and C) and has 72 gates in total. Walkways and free shuttle buses connect the terminals.

Terminal A: The Marine Air Terminal

Located on the west side of the airport and accessed from Ditmars Boulevard, Terminal A consists of a single level is split into 2 parts with walkway connections. Departing passengers check-in inside a round-shaped building, the old Marine Air Terminal. The new part of the Terminal A handles Arrivals, baggage claim and boarding areas with gates.

Terminal B

Construction on the new 1.3 million square foot Terminal B in June 2016 was completed on time and on budget in 2022. The project included the Arrivals & Departures Hall, connected by 2 skybridges to 2 island concourses, a parking garage, and related roadway and infrastructure. This massive and complex project, the new Terminal B was built next to, behind and even over top of the original terminal, which remained operational during the majority of the construction.

Black Car and Limo Companies are only allowed to pick up by prearranged reservations or by calling a company you know after arriving at the airport. If your car company is a small company, you should make a reservation because it may not have a vehicle readily available for on demand service.

Taxi Fares:

Taxi Fares are regulated by the TLC. Fares to Manhattan, Newark Airport and LaGuardia Airport are fixed. Fares to other destinations are determined by a licensed meter installed near the dashboard. Credit Cards are mostly accepted. Tolls, Tips, nighttime surcharge and credit card fees will be added to the fare. There may be a minimal charge for luggage. Rides to Out of Town (outside of NYC limits) destinations are double the one-way fare to compensate the driver for the return trip, as he will not find a fare coming back to the city. If you do take a taxi ride, get a receipt and note down the license number (Medallion Number) of the vehicle, which is posted in and outside the vehicle. This way, in case you forget something in the vehicle, you would know who to contact. Complaints against the Taxi or the Driver may be filed with the City of New York Taxi and Limousine Commission (TLC).

Frequently asked questions for LGA Airport

  1. Uber and other app based companies surge prices may be a lot higher and it may cost a lot more due to flight conditions. With multiple flight arrivals at the same time creates more demand at the airport sporadically resulting in unpredictable and higher prices which may be 2-3 times the usual fare
  2. Uber drivers don’t make inside pickups so you spend extra time looking for your driver in the maze of cars lined up to pick up the passenger in the passenger pickup area. This situation gets worse in the inclement weather.

Unlike Elite Limousine, Uber prices surge during peak hours or when the demand is more in a certain geographical area. Multiple flight arrivals at or around the same time may create unusual demand resulting in surge prices.

Savvy travelers, especially with baggage, prefer to make fixed-rate or flat-rate reservations and choose inside pickups so drivers can assist passengers with the luggage and escort them to the parking lot. Although there is an extra charge for this service but when you compare it with the convenience then it is worth it.

Since our Dispatch system is linked to FlightView, it automatically tracks all flight delays and arrivals. We dispatch the next available vehicle when your flight is about to land in order to minimize wait time charges to you and minimize dead time for drivers.
Weather related delays are common at the airports. So Elite checks all flight arrival times before dispatching the car. This saves customers unnecessary waiting time. Cars are dispatched after the flight arrival confirmation and based upon airport dispatch policy.
Early flight arrivals are not a problem. Elite’s automated flight check system verifies flight arrival time ahead of time. If your flight is early, your car gets dispatched early so you never have to wait for your car to arrive.
Since our Dispatch system is linked to FlightView, it automatically tracks all flight delays, arrivals or cancellations. We only dispatch a vehicle when your flight is about to land. If a flight is canceled or diverted we will not send a vehicle. But please try to send us a message at res@eliteny.com because sometimes, FlightView, the flight information system, may not be updated correctly during chaotic weather delays.

There is no train or subway option. But there are multiple ground transfer options. Most cost effective is the shuttle bus connection to other airports. Other choices are Taxi or other limousine services like Elite which provides a fixed-rate service.

Yes and NO. Uber or Taxi drivers don’t pick up passengers from inside the terminals. But Elite can pick you up from baggage claim (or outside customs area for international passengers). Driver will assist you with the luggage handling and will take you to the parking lot. Although there is an extra charge of $50 for this service, this is the most convenient service. It also includes up to 60 minutes of free wait time.

Yes. When placing the reservation, use the SPECIAL REQUEST function on the Mobile App or Website to notify that you are traveling with your pet. Type in any additional information for the driver.

No. As per Taxi and Limousine commission regulations, no smoking or drinking is allowed in the car.
